Don’t disregard someone just because they are not in an immediate position to offer you a job or provide you with a direct introduction to someone who can.
Some people in your network can’t lead you directly to job opportunities, but they know the people who you need to get to know. Just keep connecting, communicating and helping others and eventually you’ll meet the people you need to know.
